Abstract

It is apparent that the security agenda of the periphery countries in the I990s and beyond will be significantly different from the one we have been used to since 1945. The replacement of a polarized center by one dominated by the capitalist security community seems almost certain to weaken the position of the periphery III relation to the center. The deeper reality is that the centre is now more dominant, and the
periphery more subordinate, then at any time sinceĀ  ecolonization began.
